Anderson Independent, May 7, 1981 Crime Watch Signs Protected The crime watch signs erected in some Anderson County communities and recently torn down by the highway department as illegal will soon become legal, and some may even be replaced by the state. "The problem was that under the present law it was illegal to place any kind of sign a public right of way," Honea Path legislator Tom Ervin said Wednesday. But Ervin said a bill introduced By Steve Biondo Staff Writer last month by Sumter Rep. Raymond Schwartz, speaker of the state House of Representatives, rescinded that rule and lacks only the governor's signature to make it law. House Bill 2025 passed by a voice vote in the House Wednesday, Ervin said, after the Senate added several amendments to the bill.

One is that the legal governing body of the municipality or county needing crime, watch signs in Anderson's the county council must pass an ordinance authorizing the erecting of such signs. Ervin said that amendment was designed to give the localities a measure of control over the erection of signs. The bill also authorizes erection of "deaf child" signs residential areas of cities or counties which have that need, again upon approval of the local council, Ervin said. The triangular crime watch signs have become common sights in Anderson County in the last year. I It is a program coordinated by local Quake Didn't Threaten Oconee Dams SENECA A light earthquake that rattied some South Carolina residents Tuesday was picked up by Duke Power seismic instruments placed on Jocassee Dam.

The instruments part of Duke's Oconee Nuclear Station's monitoring equipment are permanently fixed on Jocassee Dam as. part of the utility's emergency plan. Duke officials said if Tuesday's tremor had registered a greater magnitude I here, an immediate inspection of the dam would have been conducted. But, fortunately that was not the case. A Duke corporate spokesman said although the quake was picked up on the instruments, its force had been dampened by the distance and did not pose any danger.

Oconee Station Manager Ed Smith said the tremor had little to no effect on either the plant or the two nearby dams. While Jocassee Dam monitors did register the slight quake, Smith said there was no indication of any seismic activity on Wednesday. According to Smith, the movement was not felt at the plant site. "We did not feel it at the station; we didn't feel anything," he said. Jocassee Dam standing 385 feet tall is the tallest man-made structure in the state.

The rock dam holds 7,500 surface acres of water and Lake Jocassee has 85 miles of shore line. The dam sits north of the nuclear station, close to the North Carolina border, where much of Tuesday's tremor was felt. Closer to the nuclear station is Keowee Dam. This earthen dam is the second largest in the county at 100 feet in height. Both dams which are vital to the Oconee Station's operation were designed to withstand a much greater force than Tuesday's quake.

Smith admitted that the failure of either dam would be significant and affect hundreds of lives. But the likelihood of that happening is "almost beyond comprehension" he said. The pair of dams have been designed to withstand several times the maximum force of any earthquake ever experienced in this area, he said. A Duke engineer said the dams and the Oconee station were designed to withstand an earthquake measuring between 5.0 to 5.5 on the Richter scale. Bearing in mind the Richter measuring system, the engineer said the dams would not buckle under quakes much more forceful than Tuesday's occurrence.

The engineer said the dams are monitored daily by Oconee personnel. Duke also conducts regularly scheduled in-house inspections and annual reviews by an outside consulting firm. "We check for any significant movement, signs of distress, cracks, bulges, leakage and the general conditon of the dam," he said. Tuesday's quake was centered in Hendersonville, N.C., and registered 3.5 on the Richter scale, a method of rating earthquakes where an increase of one unit represents a 60-fold increase in energy. In other words the dams are constructed to withstand a quake approximately 120 times stronger than Tuesday's.

To date, Keowee and Jocassee nave been given a clean bill of health but the possibility of disaster was never ruled out in Duke's planning, he said. If Jocassee Dam were to burst instan- taneosly, a high wall of water could easily flow over the top of shorter Keowee Dam, and the damage would be severe. However, the engineer said most dam failure normally occurs over a period of time. If this were to happen here, the failure of Jocassee Dam could be padded through the Keowee Power House with the possibility of local flooding. A section of county and station emergency preparedness plans includes disasters such as floods and earthquakes, Oconee Civil Defense Director Purcell said.

An Oconee Station spokesman said there are some built-in flood safeguards. Lake Keowee has two times the water surface area of Jocassee and could handle some overflow.
